Title III – facilitator? catalyst? (or both?)

In yesterday’s (1/25/07) T3 advisory committee meeting, I raised the issue of this group and this grant as a starting point for a discussion on Institutional Outcomes. While we did discuss this issue, I believe a more important topic cropped up. That is, is the role of the Title III grant to facilitate activity related to developing and assessing learning outcomes (institutional, program-level, course-level)? Or, is it a catalyst for such activities? Or both? My personal feeling is that it’s both. The purpose of just about any form of funding from an external agency is to facilitate an organization’s vision and goals. And this is no exception in our case.

Yet, the question was raised as to whether or not the advisory committee should be the one that explores the issue of developing institutional outcomes. I believe the answer is Yes, we should. Perhaps we are not the definitive arbiters on what our institutional learning outcomes should be, but we can certainly initiate that conversation and bring other groups (e.g. the SACS steering committee) into that discussion.

The bottom line, for me, is that we have a list of goals and objectives that we have set out to reach. There are some pieces that should be in place (e.g. institutional outcomes) that are not yet there. Therefore, I see that the onus is on this group to catalyze the development of some pieces so that we can facilitate attainment of our important goals. Your thoughts and comments will be appreciated.

    I for one am glad we had this discussion, because up until now I have been weaving in and out of my regular DL duties and the new (additional) Title III demands (and initiatives) in a seamless fashion, although as I mentioned, it has certainly added to my work load. With that said…I tend to agree with you that the Title III team (and the Advisory Committee) are facilitator’s and the grant itself is most certainly a catalyst to help CCC move forward on a variety of fronts such as SACS preparation and helping the college address and solve the various issues and challenges that face us in the coming years such as developing or at least researching institutional learning outcomes. There is no reason in my mind why we can’t at least begin this conversation and explore these broader issues in more depth, because there is no doubt learning outcomes for example relate and impact student success and retention and isn’t this in a nutshell what Title III is all about.

    Just my 2 cents here…

  2. I agree that this group should be engaging in this dialogue on instutional outcomes. My concern is that we have a prcess to move all the “discussion” forward.

  3. When it was time last semester to plan for this year’s New Year’s meeting, a group that I now think of as the “Propeller Team” got together. This group generated the propeller logo, and the agenda for the meeting. This was seen as a way of sharing information with the college on what the three “blades” – SACS, CCSSE and Title III – were about and how they related to each other.

    Now we need to generate institutional learning outcomes, which is something that will affect us college-wide. Title III and the SACS team should both be heavily involved in the discussions, but perhaps the “propeller team” could be the overseer of the effort? That might mainly involve scheduling the professional development meetings on learning outcomes, running the survey that would solicit input on proposed outcomes and making the final choices.

    It is obvious to everyone involved that this needs to move forward as quickly and smoothly as possible. I will research what other schools are using for their outcomes, combine that with what Terri offered, and let our group know what I’ve come up with. (As early next week as possible.) Yesterday we did, in effect, initiate the discussion of institutional outcomes. Let’s continue that discussion on this blog, get the SACS team involved, etc. We know that we need to keep this moving forward and I think we’ll be successful in doing that.

  4. Thanks! to the three of you that have so far posted your comments. Your input is critical and valuable to me (and us!).

    I specifically want to address Johnny’s comment because I believe he is spot on. We need to move it off the “discussion” and onto action. And I hope to accomplish this. Obviously, the proof will be in the pudding, but my (ambitious?) goal is to have a concise (read: manageable) list of articulated institutional learning outcomes in place by mid-March. From there, it’s defining rubrics for these outcomes and implementing an assessment approach. This, I hope will be accomplished by semester’s end. The next step will be to begin collecting data, and simultaneously turning our attention to program-level learning outcomes. Is it realistic to have these developed over the summer and in time for fall semester data collection? I believe so.

  5. Perhaps we need to devise a matrix of Propeller Teams, i.e. SACS Leadership, CCSSE, and T3 Advisory. Many folks are on two or three of these teams. That might be a way to start looking at who is broadly participating in and hearing opinions from a variety of groups and can thus knowledgeably determine what the institutional learning outcomes should be. Just a thought.
